STEP 1: Setup a Dedicated Gmail Account

Avoid creating your G+ business page through just any old email account, such as your personal Gmail. Instead, choose a Gmail account that is accessible to multiple members of your marketing team, something like yourcompany.marketing@gmail.com, and use that account to create your page. If you do not have a dedicated Gmail account, then set up one here. Google allows you to assign more than one page manager, so you can add other e-mail addresses later as you see fit.

STEP 2: Set Up Your Google+ Business Page

After you have set up and logged into your Gmail account, go here to get started https://plus.google.com/pages/create. You should see a screen like below:

Google has made it easy to set up your page by simply following the step by step instructions in the Wizard. Start by choosing what type of Business Page you are creating.
